The reason of these methods is due to the function of the suction cup. The suction cup is designed for using the atmospheric pressure to push the cup towards the glass tightly, since the atmospheric pressure will be greater than the air in the cup, so a small bubble is required in the middle. If you set this item in the water without any air in the middle, the section cup will lose its function because when you press it in the water, the internal water pressure will almost equals to external water pressure, due to the properties of liquid, which is harder to be depressurised.
I hope this will explain the reason some people thought this item wont work. Moreover, Betta fish does also rest on it :)I bought this item almost as a joke, because seriously... a giant plastic leaf? My betta ignored it for three days and then flung himself on it. As I type, he's laying sprawled across it looking as deliriously happy as it's possible for a fish to look. Highly recommend.
Oh, and in reference to all the negative reviews stating that the leaf pops off -there must have been a redesign. My leaf stays put, and the suction cup seems to be working just fine as well (fingers crossed).

When I first put the leaf in my tank my Betta puffed his gills like he saw and intruder. After a few minutes he began to explore around it. It didn't take him very long at all to figure out what it's purpose was. The day after I bought it I looked at his tank and he liked it so much that he started to form his very first bubble nest right underneath it. I highly recommend the Betta Leaf Hammock. Other reviews say that the leaf fell out of the suction cup but I think they redesigned it because there isn't any way that the leaf can fall out of the one I received. so, i see many reviews of people saying that the leaf doesn't stay in the suction cup. my belief is that you're just not pushing it hard enough into the suction cup. it's not as easy as most people say it is or should be, i had to push it in very hard, but once you get the stem of the leaf into the hole of the suction cup, it appears to be just stuck in there. i doubt you would be able to take it out. i have it my 2.5 gallon tank for my betta, he loves it. he chills on it during the day when he's bored, and sleeps on it at night.the only thing i do not like it about it, is that there is a metal wire in the leaf, and if you bend it (or maybe even if you don't) the wire sticks out. it will eventually rust, plus it could cut your fish, so i bought some aquarium sealant (non-toxic to fish, $6 at petsmart) and covered the wire with it. i waited about 3 days for it to dry, and i put it back in. so, now it's safe, and my betta loves it. (: i've also heard you can take the wire out, and it's fine like that too.
i bought this leaf at petsmart about 2 months ago, and only for about $2.30, so it's cheaper. i think it's worth it, if you have the time to fiddle with it, and if you assemble it right. i say give it a try. (:
ALSO, if you put it in your tank and your betta doesn't seem interested, try feeding them over it over the course of a few days. it helps them realize to use it, but if s/he still doesn't use it, then s/he's just not interested. it does depend on your betta's personality, but at less than $3 at petsmart, i say it's not that much of a waste if your betta doesn't use it.I was shopping at petsmart, and saw this leaf; I thought my Betta, El Jefe would like it. after two days of investigation, he decided to try it out, and now loves it! whenever I enter my room, 80% of the time El Jefe is watching the rest of the world from his little hammock. I havn't had any issues with the suction cup, or leaf falling off, so I think that there must have been a re-design somewhere along the way. If El Jefe could talk, he would tell you to buy this leaf, cause he likes it!
